Job Overview

The Railway Infrastructure Project Manager will lead the planning, design, procurement, and construction of Rwanda’s emerging railway corridors that connect Kigali to neighboring countries. This role is pivotal in ensuring that project milestones are met on time, within budget, and to the highest safety and quality standards. You will coordinate cross‑functional teams, manage stakeholder relationships, and oversee risk mitigation strategies. Key Responsibilities

  • Develop and maintain comprehensive project plans, schedules, and budgets for railway infrastructure initiatives.
  • Lead multidisciplinary teams including civil engineers, geotechnical specialists, procurement officers, and environmental consultants.
  • Coordinate with government ministries, local authorities, and international donors to secure permits, land acquisition, and financing.
  • Oversee tendering processes, evaluate bids, and manage contracts with EPC (Engineering, Procurement, Construction) contractors.
  • Implement robust monitoring and evaluation frameworks to track progress, quality, safety, and environmental compliance.
  • Identify and mitigate project risks, including technical, financial, and socio‑political challenges.
  • Prepare regular status reports, dashboards, and presentations for senior management and external stakeholders.
  • Ensure alignment with AfDB’s sustainability guidelines and Rwanda’s national transport master plan.

Required Skills

  • Strong project management expertise with proven experience in large‑scale railway or transport infrastructure projects.
  • Proficiency in project management software (MS Project, Primavera P6) and BIM tools.
  • Excellent negotiation, stakeholder engagement, and communication skills.
  • Solid understanding of civil engineering design standards, rail signaling, and track construction.
  • Ability to analyze complex financial models and manage multi‑currency budgets.
  • Fluency in English; knowledge of French or Kinyarwanda is an advantage.
  • Leadership qualities with a collaborative, results‑oriented mindset.

Education

A minimum of a Bachelor’s degree in Civil Engineering, Transportation Engineering, Construction Management, or a closely related discipline is required. A Master’s degree or professional certifications such as PMP (Project Management Professional) or PRINCE2 are highly desirable and will be considered an asset during the selection process.

Experience

Candidates must have at least five to seven years of progressive experience managing railway or comparable large‑scale infrastructure projects, preferably within the African context. Experience working with multilateral development banks, public‑private partnerships, or international donors will be viewed favorably.

Salary

The compensation package ranges from SSP 2,500,000 to SSP 3,500,000 per month, commensurate with experience, qualifications, and performance. The package includes performance‑based bonuses, health insurance, and pension contributions in line with AfDB policies.
