Job Overview
We are seeking an experienced and dynamic Offshore Wind Farm Installation Manager to lead the marine installation activities for our pioneering Lake Kivu offshore wind project. This is a unique Job Vacancy in Rwanda that offers the chance to be at the forefront of renewable energy innovation in East Africa. You will be responsible for planning, coordinating, and executing all offshore installation operations, including foundation installation, turbine erection, and cable laying. You will lead a multidisciplinary team of engineers, marine crew, and contractors, ensuring all activities are completed safely, on time, within budget, and to the highest quality standards. Key Responsibilities
- Develop and manage the detailed installation program, schedule, and budget for all offshore works.
- Lead the selection and management of installation contractors, vessels, and specialized equipment.
- Ensure all marine operations comply with international safety standards (IMO, SOLAS) and Rwandan maritime regulations.
- Coordinate daily offshore operations, including weather planning, logistics, and crew management.
- Interface with engineering teams on design for installation, ensuring constructability and identifying risk mitigation strategies.
- Manage on-site quality control and inspection processes for foundations, turbines, and array cables.
- Develop and implement contingency plans for weather delays, equipment failure, or other unforeseen events.
- Lead daily safety briefings and promote a strong safety culture across all installation activities.
- Provide regular progress reports to senior project management and stakeholders.
- Collaborate with port authorities in Gisenyi and other logistics partners to ensure smooth mobilization and demobilization.
Required Skills
- Expert knowledge of offshore wind farm installation methodologies and marine heavy lift operations.
- Proven experience in managing large-scale, complex marine construction projects.
- Strong understanding of maritime regulations, marine safety, and offshore logistics.
- Excellent leadership and team management skills in a multicultural environment.
- Outstanding problem-solving abilities and capacity to make decisions under pressure.
- Proficient in project management software (MS Project, Primavera) and marine operation planning tools.
- Effective communication and stakeholder management skills.
- Financial acumen for budget management and cost control.
- Fluency in English; knowledge of Kinyarwanda or French is a significant advantage.
Education
A Bachelor’s degree in Civil Engineering, Marine Engineering, Mechanical Engineering, Naval Architecture, or a closely related field is required. A Master’s degree in Offshore Engineering, Project Management, or Renewable Energy is highly preferred. Professional certifications such as Project Management Professional (PMP), Chartered Engineer status, or equivalent are considered a strong asset. Continuous professional development in areas like marine safety management and advanced project controls is expected.
Experience
Minimum of 8 years of progressive experience in offshore construction, with at least 5 years specifically in offshore wind farm installation or similar marine renewable energy projects. Demonstrated experience must include hands-on management of jack-up vessels, heavy lift operations, dynamic positioning systems, and subsea cable installation. Prior experience working in emerging markets or on pioneering projects is highly desirable. A proven track record of delivering projects on schedule and within budget in a marine environment is essential.
