Job Overview
This critical role focuses on developing and executing disaster risk reduction programs tailored to Rwanda’s unique geographical and socio-economic challenges. The position requires expertise in analyzing climate patterns, coordinating community drills, and integrating technology for real-time hazard monitoring. Candidates will contribute to RDPO’s vision of creating a resilient Rwanda through data-driven decision-making and cross-sector collaboration.
Key Responsibilities
- Conduct comprehensive risk assessments for flood, landslide, and drought-prone regions in Gicumbi and surrounding areas
- Design and implement community-based disaster preparedness training programs
- Collaborate with local authorities to update emergency response protocols
- Utilize GIS mapping tools to identify high-risk zones and prioritize intervention areas
- Monitor early warning systems and coordinate rapid response during critical incidents
- Prepare detailed reports for stakeholders including the Rwanda Environment Management Authority (REMA)
Required Skills
- Proficiency in disaster risk assessment methodologies (e.g., UNDRR Sendai Framework)
- Experience with geographic information systems (GIS) and remote sensing technologies
- Strong project management capabilities with demonstrated success in multi-stakeholder environments
- Excellent communication skills for public outreach and technical reporting
- Ability to work in remote field locations with limited infrastructure

Education
- Bachelor’s Degree in Environmental Science, Emergency Management, Geography, or related discipline
- Master’s Degree preferred but not required
- Certifications in Disaster Risk Management (e.g., FEMA, ICS) considered an asset
Experience
- Minimum 3 years in disaster risk management or environmental resilience planning
- Experience working in rural Rwandan communities highly advantageous
- Proven track record in emergency response coordination
Salary
2,500,000 – 3,500,000 RWF per month, commensurate with experience and qualifications

All fieldwork is supported by RDPO’s dedicated logistics team with 4×4 vehicles and satellite communication equipment.
