Job Overview

The Rwanda Red Cross Society (RRC) is seeking a highly motivated and experienced professional to serve as the Coordinator – Lifeline Emergency Medical Service (EMS) & First Aid Training Center. This position offers an exciting opportunity to lead emergency medical service operations, strengthen pre-hospital healthcare systems, coordinate training programs, and support emergency preparedness initiatives across Rwanda.

Position Summary

The Coordinator will provide leadership and operational oversight for emergency medical services and training programs. The role requires expertise in emergency medical services, healthcare operations, quality assurance, staff development, and stakeholder engagement.

The successful candidate will ensure effective ambulance operations, strengthen emergency response systems, promote training excellence, and contribute to sustainable healthcare service delivery.


Key Responsibilities

Operations Coordination

  • Manage daily emergency medical services operations.
  • Ensure safe, efficient, and timely pre-hospital patient care.
  • Supervise ambulance teams and EMS personnel.
  • Coordinate licensing and certification processes.
  • Investigate incidents and implement operational improvements.
  • Monitor service performance and response times.

Quality Assurance & Compliance

  • Maintain high standards of healthcare management and patient care.
  • Ensure compliance with national healthcare regulations.
  • Conduct service quality assessments and audits.
  • Monitor medical equipment functionality and readiness.
  • Support continuous quality improvement initiatives.
  • Develop and implement operational standards.

Capacity Building & Training

  • Lead medical training and professional development programs.
  • Coordinate First Aid Training Center activities.
  • Facilitate ongoing staff education and competency assessments.
  • Support certification and recertification processes.
  • Ensure training programs align with national standards.
  • Promote continuous learning and workforce development.

Sustainability & Program Development

  • Develop sustainable service delivery models.
  • Support revenue-generating first aid training initiatives.
  • Identify strategic partnerships and funding opportunities.
  • Contribute to organizational growth and program expansion.
  • Strengthen operational efficiency and resource utilization.

Stakeholder Engagement

  • Build strong relationships with healthcare institutions and partners.
  • Coordinate meetings with government agencies and stakeholders.
  • Promote public awareness of emergency medical services.
  • Represent the organization during health and emergency response forums.
  • Support collaborative healthcare initiatives.

Emergency Preparedness & Disaster Response

  • Coordinate EMS deployment during emergencies and disasters.
  • Support disaster management and emergency preparedness activities.
  • Participate in simulation exercises and response planning.
  • Strengthen integration with national emergency response systems.
  • Ensure operational readiness for large-scale incidents.

Required Qualifications

Educational Requirements

  • Bachelor’s Degree in Nursing, Emergency Medicine, Public Health, Healthcare Administration, Clinical Medicine, or a related field.
  • Advanced healthcare management qualifications are advantageous.

Professional Experience

  • Minimum of 3 years of experience within healthcare, emergency services, or public health.
  • Experience managing emergency response operations is preferred.
  • Knowledge of Rwanda’s healthcare regulations and standards.
  • Experience in training, supervision, and team leadership.

Preferred Certifications

  • Advanced Life Support (ALS)
  • Pre-Hospital Trauma Life Support (PHTLS)
