Job Overview
We are seeking a highly skilled and experienced Cryptocurrency Exchange Compliance Manager to lead our regulatory and compliance functions in Rwanda. This pivotal role involves ensuring that all company operations adhere to local and international financial regulations, anti-money laundering (AML) standards, and counter-financing of terrorism (CFT) requirements. The successful candidate will develop, implement, and oversee compliance programs, conduct risk assessments, and serve as the primary liaison with regulatory authorities such as the National Bank of Rwanda (BNR) and the Rwanda Finance Limited (RFL).

The ideal candidate will possess a deep understanding of both traditional financial regulations and the specific challenges and opportunities presented by digital assets and blockchain technology. You will be responsible for creating a culture of compliance within the organization, training staff, and continuously monitoring the regulatory environment for changes that may impact our business.
Key Responsibilities
- Develop, implement, and maintain a comprehensive compliance program tailored to cryptocurrency exchange operations in Rwanda.
- Monitor and ensure adherence to all applicable laws, regulations, and guidelines issued by the National Bank of Rwanda and other relevant bodies.
- Conduct regular risk assessments and audits to identify potential compliance vulnerabilities and implement corrective actions.
- Manage the Know Your Customer (KYC), Customer Due Diligence (CDD), and Enhanced Due Diligence (EDD) processes for all users.
- Lead the investigation and reporting of suspicious transactions in accordance with AML/CFT regulations.
- Prepare and submit all required regulatory reports and filings accurately and on time.
- Serve as the main point of contact for all regulatory inquiries and examinations.
- Develop and deliver compliance training programs for employees across all departments.
- Stay abreast of global and local regulatory developments affecting cryptocurrency and fintech.
- Collaborate with product and engineering teams to ensure new features and services are designed with compliance and regulatory requirements in mind.
- Manage relationships with external legal counsel and compliance consultants as needed.
Required Skills
- Expert knowledge of Rwandan financial regulations, AML/CFT laws, and data protection requirements.
- Strong understanding of blockchain technology, cryptocurrencies, and the operational aspects of digital asset exchanges.
- Excellent analytical, problem-solving, and risk management skills.
- Outstanding communication and interpersonal abilities, with experience in liaising with senior regulators.
- High level of integrity, professionalism, and ethical judgment.
- Proven ability to develop policies, procedures, and internal controls.
- Proficiency in compliance monitoring tools and software.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
- Strong leadership skills with the ability to influence and train teams.
Education
A Bachelor’s degree in Finance, Law, Business Administration, Economics, or a related field is required. A Master’s degree (LL.M, MBA, MSc in Finance) is a significant advantage. Professional certifications such as Certified Anti-Money Laundering Specialist (CAMS), Certified Fraud Examiner (CFE), or equivalent are highly desirable and demonstrate a committed expertise to the field of compliance and regulatory affairs.
Experience
A minimum of 5-8 years of progressive experience in compliance, legal, or risk management roles within the financial services sector is essential. At least 3 years of this experience must be specifically within a fintech company, cryptocurrency exchange, or a regulatory body overseeing financial technology. Candidates must have a proven track record of successfully managing regulatory relationships and implementing effective compliance frameworks. Experience in a startup or high-growth technology environment is a plus.
