Job Overview
We are seeking a highly skilled and motivated Smart Grid Cybersecurity Analyst to join our Digital Energy team in Muhanga. This critical role focuses on protecting Rwanda’s evolving smart grid infrastructure from cyber threats, ensuring the reliability and security of the nation’s energy distribution network. The analyst will be responsible for monitoring, analyzing, and responding to cybersecurity incidents within smart grid systems, including SCADA (Supervisory Control and Data Acquisition), IoT devices, and advanced metering infrastructure. Key Responsibilities
- Monitor and analyze security events and alerts from smart grid systems, including intrusion detection systems (IDS), security information and event management (SIEM) tools, and network traffic analysis platforms.
- Conduct regular vulnerability assessments and penetration testing on smart grid components, including substation automation systems, field devices, and communication networks.
- Develop, implement, and maintain cybersecurity policies, standards, and procedures specific to smart grid operations in alignment with international standards (e.g., IEC 62443, NIST CSF).
- Investigate and respond to cybersecurity incidents, performing root cause analysis and implementing corrective actions to prevent recurrence.
- Collaborate with grid operations teams to design and implement security architectures for new smart grid deployments and upgrades.
- Provide cybersecurity training and awareness programs for operational technology (OT) staff and engineers working on grid systems.
- Stay current with emerging cyber threats targeting critical infrastructure and energy sectors, assessing their relevance to Rwanda’s grid.
- Participate in the development and testing of disaster recovery and business continuity plans for grid operations.
- Liaise with national cybersecurity agencies and energy regulators on grid security matters and compliance reporting.
- Document security incidents, analysis, and remediation activities in detailed reports for technical and management audiences.
Required Skills
- In-depth knowledge of smart grid technologies, including SCADA systems, RTUs, PLCs, AMI, and distributed energy resources (DER).
- Expertise in cybersecurity principles, frameworks, and best practices for operational technology (OT) and industrial control systems (ICS).
- Proficiency with security tools such as firewalls, IDS/IPS, SIEM, and vulnerability scanners in an OT environment.
- Strong understanding of network protocols used in grid communications (e.g., DNP3, Modbus, IEC 61850).
- Excellent analytical and problem-solving skills with the ability to investigate complex security incidents.
- Effective communication skills to convey technical risks to both technical teams and non-technical stakeholders.
- Project management abilities to lead security implementation initiatives within grid modernization projects.
- Familiarity with Rwandan and regional regulations concerning critical infrastructure protection.
Education
A Bachelor’s degree in Cybersecurity, Computer Engineering, Electrical Engineering, Computer Science, or a closely related field is required. A Master’s degree in Cybersecurity or Energy Systems is a significant advantage. Professional certifications such as Certified Information Systems Security Professional (CISSP), GIAC Critical Infrastructure Protection (GCIP), GIAC Response and Industrial Defense (GRID), Offensive Security Certified Professional (OSCP), or SANS Global Industrial Cyber Security Professional (GICSP) are highly desirable and will be given strong preference. Continuous learning in the rapidly evolving fields of both cybersecurity and smart grid technology is expected.
Experience
A minimum of 5 years of professional experience in cybersecurity, with at least 3 years specifically focused on operational technology (OT), industrial control systems (ICS), or critical infrastructure protection. Direct experience in the energy sector, particularly with power utilities, grid operators, or energy technology providers, is essential. Proven experience in conducting security assessments, incident response, and implementing security controls within an industrial environment is required. Experience working in or with organizations in East Africa, and an understanding of the regional energy landscape, is considered a strong asset.
