Job Overview
The Public Transportation Planner will lead the design, analysis, and implementation of integrated public transit strategies for Kigali and surrounding urban areas. Reporting to the Head of Planning and Development, the incumbent will work with multidisciplinary teams to develop data‑driven models, assess demand, and propose service improvements that align with national transport policies and sustainability goals. The role involves close interaction with municipal officials, private operators, and community stakeholders to ensure that proposed solutions are feasible, inclusive, and financially viable. The successful candidate will also support the preparation of project proposals, funding applications, and performance monitoring frameworks, contributing to the Authority’s reputation as a leader in innovative transport solutions. Key Responsibilities
- Develop comprehensive public transportation master plans that integrate bus rapid transit, feeder services, and emerging mobility solutions.
- Conduct travel demand forecasting using GIS, ridership modeling, and demographic analysis to identify service gaps and growth opportunities.
- Collaborate with Kigali City Council, private operators, and civil society to gather stakeholder input and ensure community‑centric planning.
- Prepare feasibility studies, cost‑benefit analyses, and financial models to support funding applications from government and international donors.
- Monitor and evaluate existing transit services, recommending performance‑based improvements to enhance reliability, accessibility, and user satisfaction.
- Lead the development of policy briefs, technical reports, and presentation materials for senior management and external partners.
- Ensure compliance with national transport regulations, safety standards, and environmental sustainability criteria.
- Support the integration of smart mobility technologies, such as real‑time passenger information systems and contactless payment platforms.
Required Skills
- Advanced proficiency in transport planning software (e.g., VISUM, TransCAD, ArcGIS) and data analysis tools.
- Strong analytical and quantitative skills with the ability to interpret complex datasets.
- Excellent written and verbal communication skills in English; proficiency in Kinyarwanda is an advantage.
- Project management experience, including budgeting, scheduling, and stakeholder coordination.
- Knowledge of Rwanda’s transport policy framework, urban development plans, and regional integration initiatives.
- Ability to work collaboratively in multidisciplinary teams and navigate political and institutional environments.

Education
A minimum of a Bachelor’s degree in Urban Planning, Civil Engineering, Transportation Engineering, or a closely related discipline is required. A Master’s degree or professional certification (e.g., PMP, CTP) is highly desirable and will be considered an asset during the selection process.
Experience
Candidates must possess at least five years of relevant experience in public transportation planning, urban mobility projects, or related fields. Experience working within the Rwandan or East African transport sector, as well as exposure to international development projects, will be viewed favorably.
Salary
The position offers a competitive salary range of SSP 800,000 to 1,200,000 per month, commensurate with qualifications and experience. The package includes performance‑based incentives and statutory benefits in line with Rwandan labor regulations.
