Job Overview

The Smart Urban Development Specialist will lead the design and implementation of smart infrastructure projects in Kibungo, Rwanda. This role requires a multidisciplinary approach to urban planning, combining technical expertise with strategic vision to deliver scalable solutions for smart transportation, energy efficiency, and citizen engagement. The position reports directly to the Regional Smart Cities Director and collaborates with municipal authorities, technology partners, and community stakeholders.

Key Responsibilities

  • Develop and execute smart city infrastructure projects, including intelligent traffic systems and energy-efficient public lighting.
  • Conduct feasibility studies and cost-benefit analyses for urban development proposals.
  • Collaborate with local governments to align projects with national urbanization and sustainability goals.
  • Integrate IoT sensors and data platforms to monitor urban environments and optimize resource allocation.
  • Prepare technical reports, presentations, and project documentation for internal and external stakeholders.

Required Skills

  • Proven experience in urban planning, smart city technologies, or infrastructure development.
  • Proficiency in GIS mapping software and urban simulation tools (e.g., CityEngine, AutoCAD).
  • Strong analytical skills with the ability to interpret urban data and generate actionable insights.
  • Excellent communication and stakeholder management capabilities.
  • Familiarity with Rwandan urban development policies and regulations.

Education

  • Bachelor’s Degree in Urban Planning, Civil Engineering, Environmental Science, or related field.
  • Master’s Degree preferred but not required.

Experience

  • Minimum of 3-5 years in urban development, infrastructure planning, or smart city projects.
  • Experience managing cross-functional teams and multi-stakeholder projects.

Salary

550,000 – 850,000 SSP per month, depending on experience and qualifications.
